    Job Description

    Job Overview 

    The WASH Technical Expert to be seconded to the SHRRP team, to work closely with SHRRP Technical Advisor and WASH Technical Working Group (TWGs) to standardize the technical designs and products and facilitate the achievement of project objectives through coordination and documentation of WASH related activities with a focus on provision of technical guidance and convening WASH actors. The WASH Technical Expert will ensure the propagation of WASH best practices as part of the SPHF project and supporting SPHF WASH Advisor and SHRRP hub team and partners in advocacy and government system strengthening in line with SHRRP program quality principles and standards, WASH Sector guidelins, planning and platforms in Sindh , donor/IFI advocacy for WASH and donor guidelines. The WASH Technical Expert will manage WASH TWG ensuring effective implementation of WASH recovery activities in Sindh Province.


    Key Responsibilities:

    1. Support the development and contribute to the implementation of Government of Sindh/SPHF
      WASH related strategies, standards, tools, and best practices through SHRRP that effectively
      engage partners, donors, and governments authorities.
    2. Support in standardization of WASH approaches, technical guidelines, strategies and policies for
      SPHF, government departments and other partners in recovery process.
    3. Establish and convene the WASH Technical Working Group, document meeting outcomes.
    4. Propose technical solutions to and in coordination with SHRRP WASH Technical Working Groups,
      remotely and on-site, for strategic planning and how to best apply standards, best practices,
      partnership principles, tools and M&E, helping to ensure high-quality implementation of recovery
      WASH programming.
    5. Contribute to, and in some cases lead, the development of the technical design for proposals.
    6. Support the process of preparation, design, submission and approval of project concepts and full-fledged proposals. As needed, act as a technical writer on proposal development teams. Advise project teams on integrating donor strategies, priorities, and technical requirements into
      SPHF/SHRRP/UNICEF approach.
    7. Support capacity strengthening initiatives in WASH recovery programming for staff and partner of all recovery actors through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching.
    8. Provide guidance to the SPHF/SHRRP and recovery actors on integration of climate change adaptation in WASH implementation. Identify capacity gaps and support development of capacity development plan for IPs and other actors were needed. 
    9. Contribute to maintaining relationships and key advocacy with other government authorities, development banks, donors, peer organizations, research and other institutions, participate in forums in the area of WASH coordination to collect and share best practices and promote SPHF/SHRRP’s and partners’ work.
    10. Ensure WASH work under SPFH is in-line with wider WASH Sector planning for Sindh and participate in SINDH WASH coordination forums as relevant.
    11. Contribute to advocacy initiatives in WASH recovery coordination to promote and institutionalize the best practices, with a focus on household sanitation.
    12. Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with SHRRP program quality principles and standards, donor requirements, and good practices focused on Disaster Risk Reduction, Response and Recovery Management for Housing and Settlements.


    Required Skills and Qualifications:

    1. Master’s degree in civil, Water Resources and Management, Urban Development and/or Engineering or any other equivalent degree.
    2. Minimum of 4 years of work experience in similar roles with an I/NGO, UN Agencies in WASH,settlement programming. Additional experience may substitute for some education.
    3. Demonstrate knowledge of WASH and climate change effects in Sindh and in Pakistan in general.
    4. Knowledge of current challenges and techniques to solve WASH related issues.
    5. Knowledge of Government structure in Pakistan and working style in Sindh.
    6. Proven experience in developing and implementing WASH related strategies and programmes.
    7. In-depth knowledge of water quality, sanitation ladder, PATS plus and wastewater treatment.
    8. Familiarity with relevant international and local environmental regulations and standards of WASH.
    9. Working previous experience with Government of Sindh will be an asset.
    10. Report writing skills required.
    11. Demonstrated ability to maintain strong relationships with key stakeholders, including legal institutions, local governments and policymakers.
    12. Demonstrated ability to represent the organization at coordination meetings with donors, local government, coordination bodies, UN Agencies and other international NGOs required.
    13. Ability to work collaboratively as a team leader.
