    JOB PURPOSE

    The CLS Data Quality Assurance Consultant will support UN Agency in ensuring data quality for the Child Labour Survey (CLS) through continuous monitoring, analysis, and reporting. This includes working closely with UN Agency’s technical consultants, the University of Mannheim (UM), and the Center for Evaluation and Development (C4ED) to assess data quality through the CLS dashboard and web-based monitoring systems, focusing on AJKCLS. The consultant will also address data quality issues, facilitate effective communication between UN Agency and implementing partners, and support data cleaning, analysis, and report writing for Sindh, Baluchistan, ICT, and AJK.

     

    ROLES AND RESPONSIBILITIES:

    1 . Data Quality Monitoring and Reporting:

    1. Provide continuous technical support through monitoring the Child Labour Survey dashboard for AJK and web-based monitoring system on a regular basis.
    2. Detect/identify and consolidate data inconsistencies, quality issues with the support of UM/C4ED team; and report to the concerned quarter in prescribed channel of communication.
    3. Monitor the coding of industries, occupation, and tools according to Pakistan Standard Classification of Occupations-2015 (PSCO 2015) and Pakistan Standard Industrial Classification (PSIC).
    4. Provide technical support in the use of CAPI application during any customization of survey application.
    5. Provide advice on the field monitoring reports/checklists generated by the C4ED teams on a regular basis to all concerned stakeholders for improving data quality. 
    6. Once the results of all Provinces/Territories are available, prepare key policy recommendations for regional interventions and resource allocation for children involved in child labor, based on additional evidence. 
    7. Support the consolidation of the national report and the National Key Findings Report (KFR) using evidence to inform policymaking for children affected by child labor.
    8. Undertake further in-depth assessment of raw data to trace the causes of data discrepancies.
    9. Provide the mentioned technical support for the given regions, Sindh Child Labour Survey, Balochistan Child Labour Survey, ICT Child Labour Survey , AJK Child Labour Survey

     

    2. Conduct additional analysis related to CLS results as suggested by Government and UN Agency.

    3. Provide the following support to the CLS:

    1. Review CLS data to identifying data discrepancies and related risks/mitigation factors around them; providing advice and developing solutions to these possible discrepancies amongst existing results from other surveys and CLS.
    2. Capacity Building of Enumerators, observer and Team supervisor as per SIMPOC standards.
    3. Align the local legislation of child labour with SIMPOC guidelines and ensure that CL prevalence must be based on the aligned definition of child labour in every region. 
    4. Familiarize well with CLS SIMPOC methodology, tools, and guidelines.
    5. Implement CLS technical Protocols and Recommendations related to data quality assurance address the emerging issues and that all the communication is well documented.
    6. Customization of CAPI application by regular interaction with Information System team as per need.
    7. Review of survey manuals, training material and ensure quality of translation where necessary. 
    8. Capacity building of desk monitors, coders and data validators.
    9. Communicate regularly and proactively with the UN Agency CO first, as well as with implementing partners and UN Agency field offices responding to all CLS related data quality issues in a timely manner.
    10. Work closely with UN Agency CO to provide monthly updates on CLS monitoring and reporting activities for each province/territory to social policy /child protection sections.
    11. Proactively participate in data processing. 
    12. Data cleaning, syntax development, secondary editing, finalization of tabulation plan for each region. Etc. and final report writing phase of the survey along with technical team and implementing partners.
    13. Ensure that all survey monitoring and analysis/reporting documents for each provincial CLS are properly documented and archived, including lessons learned, challenges and good practices (for example: monitoring reports by C4ED, output and tabulation plan tables, syntaxes, datasets, Survey
    14. Findings Report (and Final Report), dissemination materials etc.).
    15. Support the compilation of CLS National Key Finding Report including the key results of all the Child Labour Surveys.
    16. Data Overview: Aggregate and present essential metrics from each region.
    17. Key Indicators: Focus on critical factors such as child labour rates, educational access, and socio-economic conditions.
    18. Regional Comparisons: Highlight differences and trends across regions.
    19. Summary: Provide a clear and brief overview of the key findings.

    WORK LOCATION

    Remote – with travel to Client’s PCO and field locations as suggested by UN Agency.

     

    REQUIRED EDUCATION

    University degree in Labor Economics, Statistics, Social Sciences, or any other related technical field is required.

    REQUIRED EXPERIENCE

    1. Minimum of 2 years’ experience in coordination and/or management of quantitative household surveys/data (prior household surveys related to child labour) required.
    2. Strong computer skills and strong expertise in statistical analyses – SIMPOC experience and/or labor economics background would be preferable (familiarity with data processing and data analysis software, particularly SPSS).
    3. Experience with CAPI data collection; especially in Android is a must.
    4. Training experience and ability to organize and facilitate training and presentations if needed.
    5. Experience in data quality monitoring and its analysis and interpretation.
    6. Fluency in English is required. Knowledge of a local duty station is an asset.
